Ministry of Commerce - Database of Foreign Contracted Project (Shanghehan[2007] No.24)
For purposes of further promoting service level, quality, facilitation and realization of online administration issues relating to bidding and licenses for foreign contracted projects, improving administration systems of foreign contracted projects and enhancing monitoring ability, the Ministry of Commerce has implemented “Database of Foreign Contracted Project” as of July 1, 2007. Related issues are now announced as follows:
1. The “Database of Foreign Contracted Project” makes up an important part of online office systems of the Ministry of Commerce government website.
2. Relevant enterprises are required to report data from the initial tracking stages of the foreign contracted project.
3. Relevant enterprises must attach great importance to the work of data reporting and designate the properly staff to oversee this and take responsibility for the work. A name list of personnel in charge of the data reporting shall be submitted to Ministry of Commerce Department of Foreign Economic Cooperation before July 15, 2007.
4. All relevant enterprises shall report data of all projects under construction and tracking from July 1, 2007 to Sep 30, 2007. Relevant data must be accurate and timely.
5. The Ministry of Commerce will officially bring the said database into full operation as from Nov 1, 2007, and conclude the data report status also.
6. Enterprises may download manual for enterprise users from http://egov.mofcom.gov.cn or http://fec.mofcom.gov.cn.
Particular attention must be paid by the applicable to departments of commercial administration of all provinces, autonomous regions, municipalities, cities separately designated in the state plan, Xinjiang Construction/Production Corps and enterprises under administration of the central government.
