The State Council Encouragement of Foreign Investment in North-East China
The State Council encourages foreign investors to participate in the reform and restructuring of State-owned Enterprises (SOEs) in Northeast China by a series of preferential policies listed below:
1. Foreign investors are encouraged to invest in different ways, such as M&A, IPO, Equity Transaction, etc. Historical debt of acquired companies can be exempted with approval from related government agencies. Qualified FIE can realize public offering in China and abroad and are free to choose legal and effective methods in liquidizing remnant assets by equity transaction, M&A, etc.;
2. Government agencies of different levels will work hard in creating good investment environment and give investors credit support;
3. Foreign investors are allowed to invest in Infrastructure Projects, such as, energy, water supply, banking and insurance, public transportation, etc. and will enjoy different preferential policies;
4. Investment in manufacture, chemical industry, high-tech industry, processing industry, export-oriented industry and tourism will be especially supported.
