Representative Offices or a RO’s are the easiest way to establish a presence in China and can be done at little cost.   They can be used for many purposes including the ability to conduct market research, inspect the production/manufacturing of products and monitor the sale of products by third parties.  They are not considered a legal entity, but a ‘liaison office’ and are a legal/cost effective penetration vehicles.  In general, they cannot conduct business and cannot issue official Chinese ‘fapiao’/receipts (there are certain exceptions such as a law firm).  Certain tax implications do however apply.
